[Cataclysm] Bane of Havoc + Curse of Elements Math

Got a rather straight-forward question regarding the new Bane of Havoc spell. Let's picture this scenario:

Cast Bane of Havoc and Curse of Elements on Monster A.
Cast Curse of Elements and, say, Shadow Bolt on Monster B.

Let's say the base damage the SB would do is 1000, amplified to 1130 by the CoE. How much damage does Monster A take? 15% of 1130 = 169? Or does the CoE on Monster A affect the spell again, resulting in 169+13% = 191?

I wonder if bane of havoc has to be on another target, or if it is jsut a 15% DPS increase on single target aswell? :P either way, it will be sweet in both PvP and PvE
