Noob hunter question

I have a question about multi-shot. My understanding of it is that it fires 3 arrows at 3 targets. If I have only 1 target in the immediate area, does it fire 3 arrows at one target?

It fires one arrow at each target up to a maximum of 3 targets meaning 3 arrows in total. 2 targets will generate two arrows in total - one target, one in total.

nope just 1, hence aimed shot is better for single target if you have it
