Telluric Currents

I was just messing around with Resto talent calculator, and didn't get a good look at it until now. What i found odd was Telluric Currents. It seems like it could be very useful especially in certain situations. Its like you would never have to worry about running out of mana. I guess blizz factored in things like hit chance, range, how much we are spamming healing spells, etc. If you are in a fight where you are spanning heals, then you wont get many LBs off.

Could it be more directed for pvp? Any have any info or ideas on this new talent? If it was available now i don't know if I would use it often, its not like i run out of mana often.

It's currently why resto shaman is the best healer.

I use it a lot in pve as well those odd moments when the tank ain't getting pummeled, for about 400 mana you gain almost 2k mana.
