    Actually even if it was a toggle option you wouldnt have it turned on all the time due to arcanes mastary mana adept, now we dont know how significant the dmg increase will be at high mana, but if it is more than 20% at some point, it would be possible to make a situation where you wouldn't use AP all the time

    again, it's 12% with 0 mastery rating. so until MA comes out to a net gain of 20.01% increased damage, keeping up a perma AP would be higher DPS, as long as you could go 120 seconds without going OOM.

    I doubt Blizzard will make AP a permanent buff that you can turn on and off. Why? Because it will be dull, it will only create a certain point of mastery where you dump the talent all in all. Blizzard doesn't want people to not pick the last talent. If they somehow manage to balance it so that you won't want to turn it off at a certain gear level, it's still much duller than what Blizzard aspires to as a last-tier talent.
