That depends, maybe the rating describe the amount of cleavage and effectively makes (male) mobs miss more often due to their y chromosome :P

From the looks of that data, it's a GM item, just like the legendary Ashbringer (which can be used on private servers) and the GM weapon that can 1-shot anything.

So, technically, it's already live. But you, nor I, nor anyone else that comes to MMO-Champion will ever obtain it. Ever.

Miss chance is also a stat improved with defense.
