Don't think they should make Heirlooms for 80 - 85. We all know we only take them for the XP bonus. I have had green drops on lowbies better itemised than an heirloom.
No issues with having them for Lowbies > Im not an "alt-aholic" and personally hate leveling, so in this instance they are good.

Up until Northrend pretty much every green is itemized worse than heirlooms.
