Eclipse for Balance Druids: I'm confused.

My original understanding was that Eclipse was baked into the Balance Mastery.

Is that still the case? Do I not get Eclipse until 78?

If not.. do I get it right off the bat when I spec for Balance? Or is it a spec-specific skill you train at some point?

Is it still all in limbo?

Any information you have would be wonderful!

From the look of it on the videos (TotalBiscuit's worgen mainly + a few other druid clips) the eclipse meter is up there the minute you select balance as your spec. Haven't seen anyone having to train it so this would seem to suggest that it's just always there for balance druids - but take note that even though the meter is swinging from side to side in those clips it doesn't appear to be buffing the arcane/nature damage at the moment.

The talent trees (http://www.wowtal.com/#k=.9sm.druid) doesn't even have the Imp. Eclipse talent anymore.
