Advice on 20 - 29 healing twink

Seeing my nephew do low level BG's I keep seeing that when there is a healer on a team (pretty rare in low levels) it really makes that team a little imba.

So I have decided to make a 20 - 29 twink who's main purpose is heals. Having a look at the guides for gear it says I should get:

Back: [Caretaker's Cape]
Chest: [Beguiler Robes]

This is for a priest which is what I was thinking I should go.
Is this list out dated? I figured maybe some heirloom gear would be better, whether the PvE (badge gear) or PvP (Stonekeeper's Shard) pieces.
If so what changes should I make to the list?

I have never really been a fan of PvP but PvE has run dry for me so I think this is the perfect little distraction until Cataclysm, and perhaps I might find I really enjoy it too.

Might not be as quick as before, but I don't mind. My nephew usually gets in about 5 minutes after queuing.

The twink community is still active but only on certain Battlegroups. For level 19 twinks the battlegroup to go for is Draenor/Zenedar one (forgot what it's called!

The rare helm off the boss in Gnomer is another cool option instead of the spellpower goggles.
I think heirloom shoulders/chest/weapon/trinkets are BiS, mainly for the stam boost.
Also for something like bracers which have limited or hard to get options remember after completing a random dungeon you get a goodie bag with a blue in it, though the rewards are random, I think 'of the mooon' gear might be a top option for some slots, or whatever the int/spirit/stam or splpwr/int/stam reward is called.
