Yes, just like they have a chance to use it now. It's unlikely to be optimal except in very unusual situations though (e.g. Sindragosa air phase, etc). From what I can see, CoA will do better in a standard rotation unless you have the Impending Doom talent from the Demo tree. It's looking like the specs get a bane each - Affliction use BoA, Demo use BoD, Destro use the new BoH.
