They changed it. Some people were complaining that killing random unprovoked wolves was wrong so they changed all the yellow wolves in ellwyn to 'Diseased' Wolf. So it's a putting them out of there misery

i do think its for human hunters, it makes sense, humans are finding that a disease is ravaging the wolf population and a new " breed" of humans will have to rise and quell the disease, hence human hunter
if i remember as well, egan peltskinner no longer needs wolf meat to survive, but its to kill the population so he can stop a pandemic happening.
