That shows the CD on my target's interrupts, and when they gain a buff like berserker rage, AMS, grounding totem etc it shows as a big icon on the screen. i tried afflicted but it doesnt work i think.

For the first one, InterruptBar.
For the second one, PowerAuras.

Afflicted is more about timers before they can use something again.
Useful, but unless it is reigned back to display those you are more concerned about, and more applicable to your class/spec it is overwhelming somewhat.
