Forsaken raise undead to join their ranks. Worgen spread the curse to bolster their numbers. See the trend. I bet they'll mirror the situation in no time, if they aren't doing it already. "Oh those neutral innocent farmers don't want to ally with wolfmen to battle the Forsaken? We'll bite them and they'll have to."
It's probably possible for at least the human-like (Titan creations, trolls and descendants) races to acquire the curse, but I'd say they skip that possibility just like they mostly ignore non-human Scourge and especially Forsaken, come to think of it, the playable Death Knights were the first major mention of them ingame apart from that lone undead leper gnome in UC, plus Ymirjar (related to humans anyway) and San'layn later on.
If they ever touch the subject, they may state no non-human wanted to experiment on their own body, and/or experiments to control the curse failed, the subjects remained feral, as the cure for the Gilnean Worgen did not work on them.
