I think you misunderstand. It doesn't make your chance to resist spells 200%, it increases your chance by 200%. Before you jump down my throat, yes, there is a difference. If your current chance to resist a spell is, say 20%, Cloak of Shadows used to increase it to 40%, which is 20% increased by 100% of itself; in other words, multiplied by 2. All this new effect does is increase that further, so instead of increasing from 20% to 40%, it will increase from 20% to 60%. Hope that makes sense.
From what I understand, in the past, a caster attacking a rogue when the cloak of shadows is up, can still penetrate cloak of shadows if they have spell penetration or pve hit rating stacked. You can read all about it on any wow forum that exists. It's not like a paladins Divine Skill, or huntards Deterrence (which they totally don't need or deserve).
Bumping cloak to 200% hopefully makes cloak always work like it was intended to: resist and clear magical effects.

Would be correct, if you were right about what CoS does.
It does indeed increase your chance to resist spells to 100%, i.e. makes you unhitable.
They might just have done this to make sure you don't get hit by higher level opponents, who might have a >100% hit chance against you. It makes sense if you keep the game logic in mind.
I think its for the spell pen. So if you use cloak of the OP your 1200% sure that the spells will be resisted.
Spell Penetration only affects resistances(1 SPen negates 1 resistance). Hit is the stat that works against CoS... theoretically.
I don't think it is even possible to get enough hit to get through those 200%, especially not while having anything resembling a viable equipment for PvP.
You have to remember that it is Boub writing that not Blizzard. I am saying that Blizzard could have made a typo on the tooltip and Boub caught it and assumed it was changed. 200% could very well be the correct number. But it isn't unusual for Blizzard to make typos (especially in beta).
