The rightful heir is Moira's son Dagran II. The Council of Three Hammers is more a regency in which they will rule until he comes of age to take the throne proper. I'd imagine that because the Dwarven clans are now all united after the Blood in the Snow scenario that there will be little to no qualms about this happening. But it will be a while!
This was covered in the novel The Shattering. Magni never disowned her or made her abandon her rights to succession because he always hoped she would return to Ironforge.
When she returned, she was so used to the traditional dwarven mindset that her father espoused (a mindset the Dark Irons abandoned and even Magni abandoned after Moira left) that she immediately put Ironforge on lockdown and tried to knuckle the dwarves into place. Even Anduin, while held hostage, admits she had good ideas but horrible execution--that and avoiding a bloody civil war are why he stops Varian from killing her. Technically-speaking, she didn't betray Ironforge to the Dark Irons, she shacked up with the Dark Irons because they gave her the one thing her own father never did: respect. And when she returned, she wanted to unite the two kingdoms into one united front for her son.
The Council is basically there to teach her how to rule and also shows the three dwarven 'clans' united under one banner for the first time in ages. That's actually a really big thing considering the way things were even a half-decade ago in-lore. The Dark Irons were hostile and the Wildhammers and Bronzebeards basically just kinda tolerated each other, with the Bronzebeards seeing the Wildhammers as savages and the Wildhammers seeing the Bronzebeards as uptight. Now they're all fighting under the same banner, and when Varian sounded the call to arms, Moira was the only one who answered because she wanted to prove her change of heart was genuine and she was committed to the Council and the Alliance.
So all told, Varian had the wrong idea. If he went through with his assassination, he would have further alienated his son, he would have alienated the dwarves after pushing them into a bloody civil war, and he could have alienated his allies because of the public assassination (a crowd had gathered around them as he prepared to kill her on the street). Instead, he stayed his hand and Ironforge is stronger than ever, with the three main dwarven branches united once again.

Its unfortunate the last of the old old Anvilmar bloodline (anvilmar's ancestor being the ruler of all clans under one banner) isnt interested in taking any sort of pledge for the title.
He's more of a warrior though and probably would hate being in a stuffy throne room. Hope they do something with anvilmar in the future. He's a pretty epic character

Anything posted after Kelthos's necro, when quoting something prior to his post, is moot and not entirely relevant to the original discussion, as this was all prior to Cataclysm's release and questioning the "new" rulership of Ironforge with the Council of 3 Hammers.
