What is a good damage/HP ratio to have for PvP?

If we look at WoWs past, present and future, the fun and balance of PvP is heavily tied to the damage vs. HP ratio.

Now overall S8 has been a very balanced Season as far as class representation goes. But it too suffers from the high damage/HP ratio that plagued all of WotLK.

Burning Crusade on the other hand, was less balanced, partially due to the excessive survivability of some speccs. There we can say that WoW PvP suffered from a too low damage/HP ratio.

If we take PvE Raid DPS as an indicator of how much damage DPS specc can do and compare it to the HP, it gives us a hint of where the problem lies. I know PvE DPS doesn't translate to PvP DPS but it is an indicator.

Tier 10 DPS: about 8000 (depending on specc/buff etc.). HP about 25000 for a priest, probably more on average. Anyhow, this gives us a damage/HP ratio of roughly 1/3.

    Compared to Burning Crusade:

Tier 6.5 DPS: about 2000 (Destro on Brutallus). HP in S4 gear about 12000 HP for a priest. So this gives us a damage to HP ratio of about 1/6, which was arguably too low (at least Blizzard thought so).

So anyway, taking these two ratios as parameters, what do you think the ideal damage/HP ratio is for PvP to be both balanced and fun?
