both would be a bad idea. creating would be to OP because they would stack to fast. releasing them would be annoying because you'd have to hold back LvB until you got 9 charges to do some OP burst.

Regardless of whether it would have balancing issues, a lightning bolt creating a charge on lightning shield makes a lot more sense than a big ball of fire doing it.

why on earth would you want that?
First: That makes it too Op for burst
Second: That would dumb down the rotation, which I suspect is you goal, lazy shaman:P
Thirdly: it woul make the class more boring.
