They buff did not start until after Arthas had been available for a while, so it's not surprising it is inactive on the PTR, since only the first wing of ICC´is open and the buff has therefore not started yet.
This does not tell us anything about whether it will still exist in 4.0.1.

Do i get this right? You KEEP the 30% damage/heal/health buff and LOOSE the -20% dodge debuff when 4.0.1 goes live?

Doubt they will remove it before or after Cataclysm.

They should remove the light of Dawn tite when Cataclysm hits though. It will be ridiculously easy when everyone is 85. Will just be like KJ where DPS and player health is so high that you can just steam roll it without paying much attention to the mechanics. Even defile wont be an issue... dps will be so high that it wont matter if people aren't in the middle for valks so you can stay spread and make defile less of an issue.
