I don't understand the custom latency slider thing mentioned on the main page, can anyone explain it to me in simple terms please?

Does that mean my latency will be forced back up to 300+ from 70? :*(

It has nothing to do with changing your latency. This is an update to the spell queuing system that lets you start casting a spell before the current spell cast finishes: it now lets you queue a spell during the GCD as well. The bar simply lets you choose how sensitive it is.
