What happened to this spell?

I looked around MMO and google to find an answer. No Luck.

I imagine they removed it due to "balance issues" but I couldn't find anything official.

I was confused because I was looking for a version that was given to all 3 specs. It had been a while since I read about that, but apparently it's a Ret only ability.

You mean the interrupt? Its a Talent in the Retribution tree.
