How Do You Turn on the Holy Power "Power Aura"?

First off, I would like to point out THIS THREAD and conclude that I am not crazy.

So, as you can see in THIS IMAGE, you can see a Holy Power "Power Aura". Does anyone know how to turn this on? It doesn't turn on when you check "Show Spell Alerts" under the "Combat" section.

That aura effect (the one on top) is for Hand of Light procs, not Holy Power. Holy Power itself doesn't have any.

Wow. That really bothers me. It looks exactly like the UI for Holy Power.
