Enemy Health Plates

Since 4.0.1 hit the health bars above enemy or friendly players heads seems to not be displaying properly for me, sometimes I will have both enemy and friendly's up at the same time, but usually I can't get any to display. Pressing "V" does nothing even after closing the game and starting it back up. It just seems to display only at random.

Has anyone else had this problem?
I've tried with addons and without, doesn't seem to make a difference.

I have been having a problem with not all the health bars showing up. Sometimes I will get 1 or 2 health bars when there are 4 to 5 mobs. However toggling with v has been working for me so not sure if it's the same problem
