Rune Locked as a blood tank

So I'm hoping someone can give me some much needed advice, because this new rune mechanic seems to suck much ass. I end up spending almost 8 seconds where I have a totally grayed out bar and no abilities to use at all while practicing tanking. I usually place my two diseases on the target, then hit a few heart strikes and an OB and end up at that point with no abilities able to be used at all. Does blizz realize they've damn near destroyed this class?

Uhm. Diseases and OB as blood tank don't mix.
Using all 6 runes gives you 60 RP + SoB procs should help you to be at 80 RP, now RS to your hearts content and the first runeset + 1 rune from RE is available again, so here we go 40 RP again, prolly another SoB proc so you can RS again to get a RE rune, though, I can see about some seconds to hit stuff like horn of winter inbetween or 30s Blood Tap for another rune...

Personally i dont bother with Icy touch initially on a trash pack. You shouldn't have issue with single target though just don't spam.
