Not sure where she got it. I didn't know it returned. All I know is it was available in the Burning Crusade beta.

No, if your the raid leader/assist you can use flares from the new raid frame at no cost.

Just tested, nice. Had hoped I could learn it, but meh. Still useful for raiding, and I like this implementation better.
