Ui graphical glitch?

So, in some places in the trade district my game just goes nuts. could this be caused by my ui or is this some kind of glitch with the game itself? Other games run fine on my computer so i doubt it's a hardware problem.

That's just your camera bugging through walls it seems. Nothing to worry about, that happens in quite a few places.

You appear to have your camera zoom set further than the default UI would allow, and therefore you are viewing regions that were not in need of being filled previously.
Try zooming in manually and see if that resolves it.
