Can someone provide me a macro to cast Rake only if the actual rake is finish so i dont clip it and a can spam to get maximum uptime? thank you

Macros cannot do such conditions. There are no ways for macros to identify wether there's a buff on a target or not.
So no, we cannot provide you with that. Learn to watch dot timers.

But that is your toon channeling. not uptime of a debuff on another NPC
