Q : For enhancement, burst vs abilities that need to ramp up, is there any consideration of addressing the problem in PvE where it's hard to ramp up during an encounter?

A : We've given a lot of considering to mix things up so that every spec has to adapt and have tried to add ramp up abilities to every spec. That way you can sometimes have the quick burst, or may need to ramp things up depending on the encounter.
At 85 it works really well.

I thought the answer itself was the epitome of what Blizzard does when they don't want to answer a question because they (most likely) don't have the real answer to the question prepared. They dodged it and attempted to deflect attention away from the question itself by supporting their non-answer by saying it works well at 85.

i think the post is about searing flames/lava lash mechanic. windfury has no ramp up time, it just has a intern cd.

that aside, blizzard has never hesitated to make our class design the most "unique" (in this case, unique may be replaced with absolutey wtf /facepalm retarded).

-we've got a ramp up burst that we have no control over that is tied to a immobile totem with 5hp that's shooting every 1.8seconds to apply 1/5 charges, have that ability it's tied to with a huuuuge cooldown of 10seconds and the effects can easily dispelled.

-we've got a 2nd ramp up burst ability which is also required to make our cc worth using as a melee, or to give us self heal. not to mention lightning does hardly any damage now, critting for something like 5-6k, when it takes ages to get it to five in pvp.

-we've got the second most retarded cc ingame together with ret's repentance, after warrior's intimidating. however those two have a 5 second stun, we dont.
what happens with 4.0.1? we get bind elemental. surely there be a shortage of completely op warlocks so that it have to use this completely inferior version of banish, which will be of absolutely now use in pvp.

-we've got a new melee ability (yay!), but ofc it is only a placeholder for stormstrike

-we have up to 6 second gaps in our melee prio, due to blizzard going crazy ape shit on our prio. result is a 20% dps loss (down from 16.7k on saurfang to 13.4k).

-still bloated tree. even with all those abilities which we cannot live without being made baseline talents, we have no points where we have to take a utility talent, like rogues.

-lightning shield is still a useless ability unless you glyph it in pvp, or talent it in pve, and pvp also.

-nothing really new gotten in terms of utility/versatility. sure we have 15% extra movement speed and indoor wolf, but that's not nothing really changing our playstyle. no gap closer (warriors get their fourth), no stun (warriors get a 5 second one, arcane a 3 second one, not forgetting rogues, paladins, frostmages, hunters pets and others who alread had one or got one with 4.0.1)

-we've got ruined in the aoe department even further with higher ramp up time of msw5x=>cl (but ofc lowered cd ), magma totem not working with out highest dmg source (sf5x ll), and st not working with fire nova, which leads to an untalented fire nova, since it's not used for single target anymore

-even worse of in weapon options in cataclysm which i'm sure of. in wotlk we were already the worst of, but in cata dk's will get their very own weapons together with fury, and the only spec sharing our gear will be combat, which only needs 1slow weapon for mainhand, which could very well be a sword (damn that we cant reforge weapon types/speeds or str=>agi )

we've got better heal, stoneclaw totem and healing spells, that's currently all we can be happy about (oh and a little over lava lash, since newbs will let you stack it to max, you can occasionally melt face with it)
