Race Changes

I apologize if this has been asked recently.

I know that we will see the new race/class combos with patch 4.0.3, which will be launched sometime before the expansion. Night elf mages, troll druids, etc. What I am wondering is whether we have any official word on when we will be allowed to do a paid race change with these new combos. I was thinking that this may have been discussed at BlizzCon but I haven't been able to find anything in the Q&As.

They will be allowed as soon as Cataclysm ships and goes live. You can even race-change into a goblin ______ and a worgen ______, but the catch is, you won't be able to get the realm first on them, as the realm first title will go to the people who did the starting zone quest chains.

I'm 99% sure that I've read a blue-post saying that you'll be able to change just before Cata hits us, i think at 4.0.3
Anything except Worgen and Goblin
