Power word barrier under tuned?

After playing around with pw:b im constantly noticing that it is breaking really fast almost by the time its put up i did some testing on how much damage is actually absorbed by the shield by a single player

Below is a combat the period lasts 17s

Now adding all those up its 16527
and my pw:b says it absorbs 8649 per player for a total of 43245

Now i could understand that pwb only absorbs maybe twice a players assigned value but if that was the case it would be absorbing 8263.5 per player

Another theory is that each "hit" is counting off the 8649 off the total , now i took a total of 8 hits so if this was correct the whole shield should absorb 69192
Either way it seems that PWB is breaking really fast and not doing what it says its doing in the tool tip to my understanding

Ps: i havent yet tested on a mob that can hit for more 9k in a blow

If it is indeed counting each "hit" as the maximum, that would explain why it breaks near instantly.
