Is there a real Dodge cap or amount you wanna aim for?

Depends on your gear. Personally, I would limit it to 25%, and just stack block after that. DR starts hitting it hard past 25% or so. Also, stack parry > dodge. Parry works with the Hold the Line talent, and dodge does not.

You should be working on having equal amounts of both dodge and parry with the remainder going into mastery. Obviously parry is more delectable due to Hold the Line but which ever you have more of, then get the other to equal it out. It is done that way for a reason.

Example:

You have 22% Dodge
You have 20% Parry

Getting more dodge would net you less avoidance (as a whole) due to the fact that parry is not hitting any DR. The same can be said if dodge and parry were switched.
