Eye for an Eye Threat Question?

I only have one point in Eye For An Eye but in raids and dungeons no matter how low the number proc (even 41pts return to boss) of the talent I notice it generations 10% extra threat every time.

I was wondering is this working as intended or is it a bug?

highly depends on the fight.
as far as I know AOE spells dont proc it and there are not many targeted magic spells from bosses.

so if you faught a 5 man heroic boss who did alot of magic attacks on you then yes you probably will have high threat from it cus it will proc alot.
