Raid Heroic Mode

Does this mean that you'll have to do a raid in normal mode every week for Heroic to be activated, or will it just be a one time use?

I can't imagine it will have to be done every week, but with the context it was said in, it sounds like it will.

Heroic modes will work like they did in ICC (Dynamic Difficulty System).

So you'll have to have someone in raid who already finished the whole raid once (like a KS now) and then he/she can toogle each fight to normal/heroic.

Yes, you have to complete the raid on normal every week and then somehow magical make the flexible raid system forget you killed all those bosses so you can do them again on hard mode. Try thinking a little atleast.
