You can keep the cultist robe disguise if you don't complete the questline. It disappears upon completing the very last quest of the chain.
It's probably an oversight by Blizz, but I'm holding onto mine just in case we do get to keep it. It's pretty nifty to look like a member of the twilight cult.
yea... or you could just finish your quest so you can do the quests in the rest of the phases and get the cult set pcs from twilights hammer mobs in silithus
