Halls of Reflection bugged?

I'm doing regular Halls of Reflection for the STR cloak out of the chest at the end for Herald of the Titans gear, and I've done it 11 times in a row and every time TWO weapons drop, and nothing else. Isn't it just supposed to drop 1 weapon and 1 armor item? But no armor items ever drop. 11 times is enough to make me think yeah..maybe it's bugged?
Anyone else seeing this?

Pretty sure most end bosses for the new instances drop 1 armor and 1 weapon. It's not RNG in that regard, no.
