It's not clearly stated, but it is very heavily hinted at in various moments. Not sure if the LNs state it 100% clearly in those first three arcs, don't remember that, so dunno if the adaptation simply cut out the explanation.
Also an explanation on this special magic as well as emotionless of his, if you don't mind a bit of text. LNs explain everything much clearer than the anime and I sorta misspoke earlier, oversimplified. ;P
In the Mahouka universe Eidos is the body of information naturally existing in Idea, the dimension of information parallel to the material universe. Everything has data associated with it, objects and events alike, and modern magic relies on using magic sequences to modify information bodies - Eidos - in order to produce events. Tatsuya's innate ability is unique in that he is capable of directly connecting to the information dimension, simply annihilating and/or reconstructing Eidos.
Those nigh-divine abilities of his come from various applications of those two: firstly, he can erase any part of an object's or event's information body. The effects are widely varying: a complicated device falling apart, breaking apart actively functioning spells, breaking down a human body into component atoms, annihilating material into energy... You get the idea.
Reconstruction of Eidos is that "revival" - if he can trace how the information body looked like before damage occurred he can make it as if it never happened in the first place, so long as the subject is not actually dead.
Those two abilities dominate his brain's magical centre so much he was initially completely incapable of using standard magic - a disgrace to his clan since magical aptitude is heavily hereditary, two proficient magicians will without fail produce an even greater child - so his mommy fiddled directly with his mind via her magic and re-purposed some of it into supplemental magical centre. What she happened to cut out in the process was the ability to feel intense urges.
You can dislike the character all you want, but if nothing else he is very solidly built.
It goes to the player with fastest reflexes so he got it.

Well, the most they said there was that they took his emotions away. Didn't specify anything else so it just seemed vague to me.
Yeah I sorta understood his power, the thing was that he just seems so heavily packed in terms of powers. He can explode things from ridiculous range, to the extent of having a blast radius of a nuke. And not only that, he can restore his body even if he gets shot, and others as well.
That seems like a pretty shitty past, but at least I can understand him a bit more now. Does that mean he was incapable of using any magic prior to his mother fiddling with his brain?
I didn't say I dislike him, he's just as Gary Stu as Gary Stu's get. I'd take a Gary Stu over a Kaji Yuki-character though.

Well, yeah. He's completely overpowered. Though to be fair his peers are not exactly lightweights either - maybe not on the level of a strategic nuke, but still. ^.^
As for the ridiculous range - for magic "distance" is of no importance. So long as you are capable of perceiving the target correctly you can invoke magic on it - and that huge sniper rifle, Third Eye, works in tandem with satellites to allow just that. Annihilating 1kg of material into a 20 megaton blast is his magic, range comes from the technology developed to support it.
Prior to his mother's mental surgery he had those special abilities of his - but in eyes of Yotsuba it was not "magic" as he was unable to modify Eidos, only destroy and reconstruct. The surgery allowed him to use standard magic, although only on below average level.
Who else, to be honest? One of benefits of action video games is decrease in reaction time. Who else is going to be the best at a video game if not a nerd who does nothing except playing video games? And Kirito was one such nerd.
