The ability queue messes me up for SV, but not so much as MM. I'm wondering if there is a way to fix it to where while I cast SS, I can then follow with an instant ES, instead of waiting like a second...

You cant fix/change this from your end, it has been reported few times on beta forums and official live server forums. you just got wait for the queue system to be fixed.

Turn the latency slider down to match your ping. It's in the Interface options menu.
