I didn't see this anywhere in the patch notes of 4.0.3a neither in available nor in not available. So my question is: Are we gonna be able to buy Azeroth flying in 4.0.3a? or do we have to wait till 7th of December.

Its a cata feature, yes we are getting most of 'cata' so to speak, but to go to the NEW new stuff, we need the expansion. We got all of the WOTLK content before release but we could not actually go there until we had the expansion itself.

i know that we cant fly in azeroth until cata lauches but obviously as soon as it is available i will want azerothian flying. is there a seperate flying trainer to visit in old world to learn this or will it be a normal riding trainer. ie in westfall logging camp etc

There are flight trainer in Org and Stormwind. Find them.
