Fire Specialization?

The recent patch notes states that:

•Fire Specialization again increases periodic fire damage effects by 25%.

If I recall correctly, Fire Specialization used to increase fire damage spells by 25%, never "periodic fire damage effects". Flashburn mastery is what increases that. I was wondering if this was mis-typed, seeing as Arcane got their specialization back up to 25% (up from 15%), and frost got their specialization back up to 25% (up from 15%) as well. It would seem reasonable that Fire got their specialization back up to 25% (up from 10%).
