If you do the Azshara quests, i think it is, you get to know a fair bit about him and why he's a bit of a twat.

he is filthy rich... and basically runs all of the goblins he doesn't "enslave" goblins. he just has more money then them your actually a rich celebrity in the goblin starting zone

Actually, his intent was to sell all the goblins that fled Kezan with him on his yatch into slavery. But that backfires in the Lost Isles and Thrall inducts the Goblins into the Horde as long as Gallywix behaves himself.

Also, he doesn't run all the Goblins, only the Bilgewater Cartel. Goblin society is divided into different cartels, each with their own leader called a Trade Prince.
