Question About Troll Druid Cat Form

Are Troll Druid forms based off hair color? I ask this because I created a Troll Druid today and wanted to get the cat form that was white/off-white with the dark blue hair. So I created a Troll with dark blue hair. But when I unlocked my cat form, he is the greenish skin with the light blue hair. I tried every hair color and the only hair color that gives me the form I want is the pink/light purple hair. So my question is, Is this the way it is supposed to be? Or might there be a bug?

I just race changed my druid and it seems accurate.

It's the way it's supposed to be. The white with "dark blue" hair actually has hair that's slightly purplish, so only the purple (magenta) hair works.
