I'm sorry. Let me explain.
The next time you log into the game, you have a box next to your character that is to be race changed. You click the box, make the changes, and enter Azeroth.

When i race changed, I was in game on one monitor, and paying for the race change on the other monitor in my account manager. Because I was already in game, i had to exit game and re log in to see the changes.
The changes were instant as soon as they billed my credit card.

I was able to race change as soon as the servers came up yesterday.
I went from Tauren druid to Troll druid.
Also, race changes are instant now. You just have to re log in and voila!

Not true. I initiated a race change at work yesterday morning, got home, changed my mage into a dwarf with no issues.

It works now for EU.

@AverageJoe42, no. They reverted that to it being available immediately. They just had an issue with the website not giving the options when there was previously no other race available within you faction that you could change to.

This only affected Tauren Druids, BE Paladins and Draenei Shamans.
(Nelfs can't become Worgen yet, so this was not an issue.) It was simply missed in the PTR testing because you don't have to go past the Website to do it there.

Try going there through eu.battle.net it seems to work, while getting there through account management on the wow-europe.com site doesn't work or bugs.
