You can fly in Azeroth. All you gotta do is travel forth in time to december 7th, buy Cataclysm then come back and enable it. So obvious...

On a more serious note I assume it's an added incentive to buy the expansion. Not that a large amount of the player base will buy it just for that though. Honestly I find it annoying how the Dal/Shatt portals get removed and I can't fly which means it takes ages to get places without paying mages.
