Class level required to 525 in sec professions.

I have heard a lot of rumors and read several inflicting information.

I have a level 80 warlock amongst any others , and his only use come cataclysm will be his secondary profession inscription.

I want him to level it to 525 and was wondering if anyone conclusively knows what class level is required to get to 525 profession skill..
I heard that to level at a certain level that you need to be level 84 to buy the recipes from vendors..

when I was on beta I could train for 525 enchanting on my lvl 80. whether you can or cannot purchase plans at that level I do not know.
