    1. Introduction

As of this post, the Cataclysm Beta just came to a close, and I decided to build a Cataclysm gear "wish list." While doing so, I searched through all of the known Cataclysm drops for items I might be interested in acquiring, and made a list. Since I had already done half the work, I figured why not help a few others save some time by writing a guide with the information I compiled.
If you have any questions or if you see any corrections that need to be made, feel free to post and let me know. Everything below I learned either by running heroic dungeons on the Cataclysm Beta or by searching through the item database at Wowhead.com and mmo-champion.com. Due to much of the information being directly from personal experience in Beta, it is subject to change for the live version. I will keep these posts as up to date as I am able.

What you will find here: Gearing options that don't involve raiding, item lists of various types, listing by item slot, by location, as well as including craftable, BoE, and vendor items. I will include some recommendations with the item-by-slot list.

What you will not find here: Item specific Gemming, Enchanting and Reforging strategies. Due to the fact that what you should do with any given item changes depending on what your overall gear set looks like, it's impossible for me to tell you whether you should reforge that Haste rating to Mastery, Expertise or Hit rating.

When gearing for entry level raiding as Enhancement, you'll need to keep a few things in mind. We need hit rating. Lots and lots of hit rating. So much hit rating, that you'll likely need to reforge all of your early gear for hit, and after doing so, you'll still very likely be short of your caps. You need 1742 Hit rating, to be exact (1640 for Draenei.) Hit and expertise combined, we need more total rating to cap our active abilities than anyone else. We also need 541 Expertise rating (451 as a Dwarf with Maces or an Orc with Axes/Fists), making it a total of 2283 rating to hit a boss with our strikes and spells without fail... assuming you're behind the boss. And you should be.

Roughly, our stat weights rank in this order: Hit rating to spell cap = Expertise Rating to dodge cap > Agility > Mastery with Critical Strike rating and Haste rating coming in at the bottom by a wide margin. Of course, after reaching the spell hit and expertise caps, those become the least desirable stats to have more of.

The value of Mastery hovers right around the value of Agility, (starts out slightly lower) and at high gear levels it ends up becoming better. Crit and Haste ratings are literally less than half as valuable as Mastery. Because of this, pieces of gear with both Hit and Mastery are extremely attractive, and will be very difficult to replace, even by items of a much higher level. Basically, if a piece of gear doesn't have Hit, Expertise or Mastery on it, it's not likely to even be worth looking at, and I have exluded any such pieces from this list for that reason.

As far as reforging goes, your first priority is getting to the Hit cap. Once you're there, reforge for the Expertise cap. After that, you want to acquire as much Mastery as you possibly can - if you have a Haste/Crit piece, reforge whichever stat is higher into Mastery.

Hopefully I can be of some help for where you should be on the lookout for gear early on at 85, as well as pointing out craftable and BoE items you can pick up with minimal time spent. All blue items I refer to will be the heroic version, if a heroic version exists, unless otherwise stated. All gear listed here can be obtained without you personally stepping foot inside a raid instance.

    Abbreviations
    BRC - Blackrock Caverns
    HoO - Halls of Origination
    VP - Vortex Pinnacle
    DM - Deadmines
    SFK - Shadowfang Keep
TotT - Throne of the Tides
    GB - Grim Batol
    SC - Stonecore
LC - Lost City of the Tol'vir
    BoE - Bind on Equip
    BoP - Bind on Pickup

    2. Gearing by Item Slot
Here, I'll list as many options for each item slot as I can without going into the Haste/Crit variety more than I need to, and provide some suggestions on what you should do. Keep in mind, like all things in World of Warcraft, this is subject to change.

    Helm
    Deadly Bio-Optic Killshades -- http://www.wowhead.com/item=59456 - Craftable (Engineering - BoP)
    Renouncer's Cowl -- http://www.wowhead.com/item=56298 - Drop (Corla, Herald of Twilight - BRC)
    Windhome Helm/Snarling Helm -- http://www.wowhead.com/item=62429 - Wildhammer/Dragonmaw

If you are an engineer, you can give yourself a very big head start in the Hit and Expertise rating department. Deadly Bio-Optic Killshades allow you to place two different Cogwheel gems in the unique Engineer-only sockets. Cogwheels give a +208 rating bonus to two secondary stats of your choosing, but Cogwheels are unique, so you can't choose two Rigid Cogwheels or two Precise Cogwheels. You can have one of each, though.

If the Engineering goggles aren't an option for you, you'll want to try to acquire the Renouncer's Cowl from Corla, Herald of Twilight in Blacrock Caverns until a time comes when the tier 11 helm token is available to you. If you're desperate, go ahead and pick up the Wildhammer/Dragonmaw helm, but it's not very good for us, and you have better reputations to be going after first.

    Neck
Mouth of the Earth -- http://www.wowhead.com/item=56422 - Drop (Earthrager Ptah - HoO)
Barnacle Pendant -- http://www.wowhead.com/item=56292 - Drop (TotT trash - BoE)
Pendant of the Lightless Grotto -- http://www.wowhead.com/item=56338 - Drop (Ozruk - SC)

Mouth of the Earth, from Earthrager Ptah in Halls of Origination is the most well itemized neck slot item for us in Cataclysm content. It will eventually be outdone by Necklace of Strife due to sheer item levels, but Mouth of the Earth is very comparable to the normal version, at least. Definitely pick this one up if you are able. The BoE Barnacle Pendant is a decent substitute if you're having bad luck with Marrowgar's cousin.

    Shoulder
    Bloodpetal Mantle -- http://www.wowhead.com/item=56419 - Drop (Ammunae - HoO)
Wrap of the Valley Glades -- http://www.wowhead.com/item=58124 - Justice Points

For your shoulder slot, the most well itemized piece you can acquire are the Spaulders of the Raging Elements, but until you're in a position where acquiring the token is likely, you'll want to pick up either Bloodpetal Mantle from Halls of Origination, or Wrap of the Valley Glades from Justice Points.

    Back
    Viewless Wings -- http://www.wowhead.com/item=58191 - Valor Points
Kaleki Cloak -- http://www.wowhead.com/item=56379 - Drop (General Husam - LC)
Cape of the Brotherhood -- http://www.wowhead.com/item=65177 - Drop ("Captain" Cookie - DM)
Cloak of Thredd -- http://www.wowhead.com/item=63473 - Drop (Helix Gearbreaker - DM)
Softwind Cape -- http://www.wowhead.com/item=62361 - Earthen Ring reputation

Kaleki Cloak, from General Husam in the Lost City of the Tol'vir is easily the best option for early on - it's one of the few items with both Hit and Expertise that we can make use of. If you're unable to wrest it from him, Cape of the Brotherhood and Cloak of Thredd (both conveniently from heroic Deadmines) and Softwind Cape from The Earthen Ring are acceptable alternatives. Viewless Wings should be one of your last Valor point purchases.

    Chest
    Dragonkiller Tunic -- http://www.wowhead.com/item=56564 - Craftable (Leatherworking - BoE)
Cuirass of the Raging Elements -- http://www.wowhead.com/item=60318 - Valor Points
Vest of the True Companion -- http://www.wowhead.com/item=58121 - Justice Points

Here is where you have a few options. The chest slot is one of only two armor slots you can fill using a craftable, bind on equip epic. Dragonkiller Tunic and Vest of the True Companion are very comparable depending on your current gear - Dragonkiller Tunic works out to better due to a higher item level if you can get to the hit cap with it, but Vest of the True Companion has a very favorable stat spread and is very easy to acquire. Depending on how much gold you want to spend or time you want to spend farming, it's really up to you. You'll eventually be using Cuirass of the Raging Elements (purchaseable with Valor Points) either way, and should probably try to get that as your second Valor Points piece.

    Wrist
Elementium Scale Bracers -- http://www.wowhead.com/item=56340 - Drop (Ozruk - SC)

There are very few options for bracers. Whenever possible, you want to avoid using pieces of gear with both Crit and Haste, which seems to be what Blizzard likes to offer for this slot. Elementium Scale Bracers from Ozruk in the Stonecore are the only decently itemized option for us, and the only 5 player heroic alternative comes from Vanessa VanCleef, not something worth going out of your way for.

    Gloves
Grips of the Raging Elements -- http://www.wowhead.com/item=60319 - Valor Points
Gloves of the Passing Night -- http://www.wowhead.com/item=58125 - Justice Points
    Traitor's Grips -- http://www.wowhead.com/item=63436 - Drop (Baron Ashbury - SFK)
    Wrasse Handwraps -- http://www.wowhead.com/item=56268 - Drop (Lady Naz'jar - TotC)

There are quite a few options for your glove slot. None of them are particularly amazing, but the best option outside raiding and Valor Points is the easiest to get - Gloves of the Passing Night which are purchaseable with Justice Points. Due to the cheaper cost of glove slot items, you'll probably want to make Grips of the Raging Elements your first or second purchase with Valor points.

    Belt
Corded Viper Belt -- http://www.wowhead.com/item=56539 - Craftable (Leatherworking - BoE)
Belt of the Dim Forest -- http://www.wowhead.com/item=57916 - Justice Points
    Hail-Strung Belt -- http://www.wowhead.com/item=56363 - Drop (Altairus - VP)

Your belt is the second slot you can fill with a Bind on Equip, craftable item. Corded Viper Belt is significantly better than the Coil of Ten-Thousand Screams that you acquire in normal difficulty raids, so I'd strongly recommend buying or having one crafted. If you're cheap, or don't have a lot of gold or farming time to spare, the Belt of the Dim Forest is easy to acquire via Justice Points.

    Legs
Legguards of the Raging Elements -- http://www.wowhead.com/item=60321 - Valor Points
    Balkar's Waders -- http://www.wowhead.com/item=56386 - Drop (High Prophet Barim - LC)

Balkar's Waders, from High Prophet Barim in the Lost City of the Tol'vir are the most useful blue leggings you'll find in Cataclysm. If you're desperate, though, there's a pair of Haste/Crit leggings from the Justice Point vendor. Due to the other four pieces of Raging Elements being very nice, you might want to opt out of getting the legs... or at least save them for last. Once you're raiding, Leggings of Lethal Force are better, and for the most part, none of the other Raging Elements pieces are able to be replaced by non set gear. If you won't be raiding, or are having bad luck with drops, the set piece isn't a bad option.

    Feet
Treads of Malorne -- http://www.wowhead.com/item=62385 - Guardians of Hyjal
Boots of Crumbling Ruin -- http://www.wowhead.com/item=57867 - Drop (Anraphet - HoO)
Haunting Footfalls -- http://www.wowhead.com/item=63446 - Drop (Commander Springvale - SFK)

Here's one of the easiest to fill slots with a very high quality piece of gear. Treads of Malorne from the Guardians of Hyjal faction are extremely well itemized for us, and will make a strong case for best-in-slot until tier 12 arrives. Heroic Boots of Vertigo are probably a little better, but not a lot better. Get the Treads as soon as possible, they will serve you well. Until then, there are some options from Halls of Origination and Shadowfang Keep to hold you over. There is a pair of boots available from Valor Points, but Treads of Malorne are so much better and easier to acquire that they aren't worth getting your hands on.

    Finger
Signet of the Elder Council -- http://www.wowhead.com/item=62362 - Earthen Ring
    Terrath's Signet of Balance -- http://www.wowhead.com/item=62348 - Therazane
Band of Blades -- http://www.wowhead.com/item=52318 - Craftable (Jewelcrafting - BoE)
Mirage Ring -- http://www.wowhead.com/item=56404 - Drop (LC zone drop)
Ring of Blinding Stars -- http://www.wowhead.com/item=56412 - Drop (Isiset - HoO)
Ring of Dun Algaz -- http://www.wowhead.com/item=56445 - Drop (Forgemaster Throngus - GB)
    Elementium Destroyer's Ring -- http://www.wowhead.com/item=52348 - Craftable (Jewelcrafting - BoE)

Tons of options for rings! Thankfully the best ones are the easiest to get - you should be farming Therazane faction for your shoulder enchant anyway. Terrath's Signet of Balance will be competitive with most item level 359 epics. Signet of the Elder Council from the Earthen Ring will serve you well as well. There are two craftable rings you can make use of, as well as a handful of drops from various dungeons.

    Trinket
    Fluid Death -- http://www.wowhead.com/item=58181 - Valor Points
Darkmoon Card: Hurricane -- http://www.wowhead.com/item=62051 - Craftable (Inscription - BoE)
Unheeded Warning -- http://www.wowhead.com/item=59520 - Drop (Bastion of Twilight - BoE)
    Unsolvable Riddle -- http://www.wowhead.com/item=62463 - Baradin's Wardens/Hellscream's Reach
    Skardyn's Grace -- http://www.wowhead.com/item=56440 - Drop (General Umbris - GB)
    Tia's Grace -- http://www.wowhead.com/item=56394 - Drop (Siamat - LC)
    Figurine - Demon Panther -- http://www.wowhead.com/item=52199 - Crafted (Jewelcrafting - BoP)
Grace of the Herald -- http://www.wowhead.com/item=56295 - Drop (Corla, Herald of Twilight - BRC)
Key to the Endless Chamber -- http://www.wowhead.com/item=56328 - Drop (Corborus - SC)
Left Eye of Rahj -- http://www.wowhead.com/item=56427 - Drop (Rahj - HoO)
Schnotzz's Medallion of Command -- http://www.wowhead.com/item=65805 - Uldum quest reward

Trinkets... always the most fun (and by fun I mean frustrating... and by frustrating I mean fun...) slots to fill. This may or may not be the case anymore, Blizzard stated they felt that through Wrath certain specs had a difficult time finding suitable trinkets. They've always been the hardest items to get, but that seems to no longer be a problem.

Fluid Death is an excellent use for Valor points, but you might want to wait until you have at least your tier 10 two-piece bonus. Darkmoon Card: Hurricane is an excellent option if you have loads of resources to spend on acquiring it. Unsolvable Riddle can be acquired from Baradin's Wardens at exalted, Jewelcrafters can make the Figurine - Demon Panther, and there are drops in Grim Batol, Lost City, Blackrock Caverns, Stonecore and Halls of Origination that will all suffice. A quest reward, Schnotzz's Medallion of Command would also likely hold you over until raids.

    Weapons
    Maimgor's Bite off-hand -- http://www.wowhead.com/item=59462 - Drop (Blackwing Descent)
Fist of Pained Senses main hand -- http://www.wowhead.com/item=56329 - Drop (Corborus - SC)
    Elementium Gutslicer -- http://www.wowhead.com/item=67602 - Craftable (Blacksmithing - BoE)
    Lightning Whelk Axe -- http://www.wowhead.com/item=56266 - Drop (Lady Naz'jar - TotT)
    Ravening Slicer -- http://www.wowhead.com/item=62476 - Baradin's Wardens/Hellscream's Reach
    Windslicer off-hand -- http://www.wowhead.com/item=57928 - Justice Points
Hammer of Sparks -- http://www.wowhead.com/item=56396 - Drop (Siamat - LC)
Heavy Geode Mace -- http://www.wowhead.com/item=56353 - Drop (SC zone drop - BoE)

Again, thankfully, some of the best pre raiding options are the easiest to get. Heavy Geode Mace is Bind on Equip, a trash drop from Stonecore heroic. If you're still low on hit or expertise, it's the way to go. Elementium Gutslicer, which is craftable by Blacksmiths, is also an excellent option. Neither of these items are unique, so you can have two of either of them. Windslicer might be a good item to grab for your off-hand immediately upon reaching level 85 if you have the Justice Points already saved up.

Maimgor's Bite is Bind on Equip. Since slow agility off-hands are rarely used by anyone other than Enhancement Shamans, if you're on a server with a lot of active raid groups, you might be able to get one for an almost reasonable price if you're really lucky. The heroic version is also likely best in slot until tier 12.

    Relic
Relic of Golganneth -- http://www.wowhead.com/item=64671 - Valor Points
Sandshift Relic -- http://www.wowhead.com/item=56316 - Drop (Ascendant Lord Obsidius - BRC)
Relic of Arathor -- http://www.wowhead.com/item=63460 - Drop (Lord Godfrey - SFK)
Silver Inlaid Leaf -- http://www.wowhead.com/item=62245 - Craftable (Inscription - BoE)

There are very few options for the relic slot. Sandshift Relic from Ascendant Lord Obsidius in Blackrock Caverns is your best bet early on, though the Inscription-made Silver Inlaid Leaf might save you some time and will serve you well enough until you're swimming in Valor points enough to grab Relic of Golganneth. Prioritize that last, however, relics tend to give the least benefit, and depending on your Hit rating needs, Sandshift Relic is often just as good or better.

That should be everything as far as pre raid gearing goes. You're not going to get all of it. You'll likely get epics from raids for a slot or two before you get the appropriate blue for that slot. Some pieces may simply never drop.

    3. Reputations, and what they mean to Enhancement

Listed in order of importance (in my opinion)

    Therazane
Greater Inscription of Shattered Crystal: 50 Agility/25 Mastery shoulder enchant (Exalted)
    Terrath's Signet of Balance (Revered)

    Ramkahen
Arcanum of the Ramkahen: 60 Agility/35 Haste helm enchant (Revered)

    Guardians of Hyjal
    Treads of Malorne (Exalted)

    The Earthen Ring
Signet of the Elder Council (Exalted)
    Softwind Cape (Revered)

    Baradin's Wardens/Hellscream's Reach
    Ravening Slicer (Revered)
    Unsolvable Riddle (Exalted)

    Wildhammer Clan/Dragonmaw Clan
    Windhome Helm/Snarling Helm (Revered)

    5. Valor and Justice Points

Justice Points, and what you can acquire
These, as I'm sure you know, are acquired by defeating bosses in Heroic 5 player dungeons, as well as doing a normal random dungeon. There is a vendor to redeem your points in Stormwind and Orgrimmar, depending on your faction.

    Wrap of the Valley Glades -- http://www.wowhead.com/item=58124 - 1650
    Vest of the True Companion -- http://www.wowhead.com/item=58121 - 2200
    Gloves of the Passing Night -- http://www.wowhead.com/item=58125 - 1650
    Belt of the Dim Forest -- http://www.wowhead.com/item=57916 - 1650
    Windslicer -- http://www.wowhead.com/item=57928 - 950

    Valor Points, and their rewards
Valor points are the currency earned in the most recent tier of raids in Cataclysm, and can be redeemed for the best gear. A set amount can be acquired once per day by completing a random heroic dungeon, and will be earned by raiding Blackwing Descent, Bastion of Twilight, Baradin Hold, and Throne of the Four Winds. As new content patches are released, your Valor Points and their rewards will eventually be converted into Justice Points, and the latest content will have new rewards for Valor Points, which will then only be earned in the new raids or random heroics once per day. There is a limit on how many Valor Points you can acquire per week.

    Viewless Wings -- http://www.wowhead.com/item=58191 - 1250

    Legguards of the Raging Elements -- http://www.wowhead.com/item=60321 - 2200
    Fluid Death -- http://www.wowhead.com/item=58181 -1650
    Relic of Golganneth -- http://www.wowhead.com/item=64671 - 700

    6. Craftable items
    Deadly Bio-Optic Killshades -- http://www.wowhead.com/item=59456 - Engineering - BoP
    Dragonkiller Tunic -- http://www.wowhead.com/item=56564 - Leatherworking - BoE

    Silver Inlaid Leaf -- http://www.wowhead.com/item=62245 - Inscription - BoE

    7. Other Notes

    8. Draenei best-in-slot gear setup.

This shouldn't be too far off a best-in-slot setup for Draenei Enhancement Shamans without professions that interfere with normal enchants. All items listed are heroic (if there is a heroic version) and this list does not include random stat items that are known to drop. Your best in slot belt and second ring are potentially random stat epics, but I won't be factoring those in until I know more about them. Many of the drop locations of these items are also not yet confirmed... at least I haven't been able to find confirmation. Unless item statistics changed, or my reforge calculations were off slightly, (or I made some other mistake which is more than possible) this should put you at 1640 hit rating and 541 expertise rating with almost every occurrence of Haste or Crit rating having been reforged to a more powerful stat.

I also did not take into account the possibility of a Spell Power Main Hand being optimal at this gear level, which is entirely possible, but will likely be prevented by Blizzard if it ends up being the case.

This is for Draenei only, and does not take ANY professions into account. If you're any other race you'll need to make some adjustments.

Head: Helmet of the Raging Elements
Gems - Relentless Earthsiege Diamond, Fractured Amberjewel
Enchant - Arcanum of the Ramkahen
    Reforge - No

    Neck: Necklace of Strife
    Reforge - No

Shoulder: Spaulders of the Raging Elements
    Gems - Adept Ember Topaz
Enchant - Greater Inscription of Shattered Crystal
    Reforge - No

    Back: Cloak of Biting Chill

I've only rehashed what was posted on the US forums if someone in US can post on that original thread asking if the original author is happy to have this quoted here please.

Hmmm on reading it in more detail the guy has a fetish for mastery which I'm not convinced is that great a stat for Enhancement, its good but not sure its great. This guide might not be that great after all, I've asked for a lvl 85 release of EnhSim so we can test this properly.

@Ashunera: Nicely done, very appreciated.. altho, I think I missed the information about shamans using Relics, or are we all sharing relic (with pally, dk, druids) the same way locks, mage, priests shares wands, and hunter, rogues, pally guns/bow/throwing weapons..

@Levva: Ty for stickying this post!

Relics do not have a class restriction. However casters that can use a wand will most likely still do so. Classes with a ranged slot will still most likey use a ranged weapon.

Oh... then excuse my ignorance, as I didn't know that. Well, I somehow feel like rogues will rather have a let's say, agi relic just like feral and enhancement, and warriors a strenght relic over a gun or a bow ?

It is ok. Didn't mean to sound like I was talking down to you about it. I happen to be posting from my work pc. I tried to keep it short and sweet. I believe you are correct about the rogue choosing an agi relic, and the warrior choosing a str.

It seems they made this change to make it easier on the itemization for classes. If a totem were to drop, only a shaman would have use for it. Now when a relic drops, more players can use it. Yes, we will compete with more players on relic drops, but we also have more drops to choose from, instead of just waiting on a specific totem to drop for us.

Shaman, Druid, Dks, and Paladin are the only classes that can use Cata relics, even though it doesn't have any class restriction on the tooltip. So the only people we'll have to compete with would be the Feral kitties.

    Hmm,

He lists mastery higher but only when it surpasses a high amount then it becomes beter then agility. Yet he doesn't say what amount that is or based on what values he lists mastery higher then agility. What is a bit of a disappointment as now we have to guess if it's based on actual values or a theory.

I will go on a limp and accept that mastery will be greater then crit and haste, so this list is still usefull as it already lists several possible options per slot, reputation enchants etc, so even if it isn't bis it can be used to create a bis from what is nice.
So thanks for linking/posting it here, hopefully a simulator will be ready soon so it can be tested out, will be keeping an eye on EJ aswell while gathering all sorts of items.

On a side note good to see plenty of hit to reach the spell cap

Its completely and utterly a guess of his on mastery there has been no theorycrafting I can find that proves one way or the other. This is why I'm a bit uneasy about his post. He is claiming something with no proof which is a BAD thing.

Just a quick last question .. I though shamans had to have a totem in their slot to actually be able to "Drop" the totems.. I can't check as I'm at work, but last time I checked, totem tooltips still say something like "Works as Fire, Water, Wind ... totem" They have probably already though about it.. i'm just curious

To be fair this only should affect gem choices, which he doesn't even really outline. The question is essentially what is better between crit and haste as far as gear choices go and then between agi and mastery as far as gem choices go. Naturally, gemming will require the sim to be updated and fully functional, but there are only so many different choices you can make as far as itemization goes, and thus this post is at the very least valuable in that regard. Furthermore, it seems reasonable to assume that crit will outvalue haste at least in t11 so I imagine that the OPs preferential treatment of hit/mastery and crit/mastery gear will prove to be correct after the sim is up to date. IMO you should remove the unsubstantiated claims about mastery from the post and just keep this as a "consolidated potential gear list" until better tools become available.

I know that I can still cast my totems, even with the change of my totem into a relic. However I have not checked to see if it still states that it acts as a totem.

    Edit:

After checking my armory, it doesnt say anything on my relic about acting as a totem. Seems they have already thought of it.
