Cataclysm CE Loot Card?

Hey folks, I couldn't find anything about this on here anywhere. So i thought i might as well ask :3. With the Cata CE edition ive heard you are certain to get one rare loot card from the Wrathgate TCG, Is this 100% or have I got the wrong view on this :P?

I can't remember if WoTLK CE came with Boosters or not, so there is also a chance of getting a loot card, just don't get your hopes up. WoTLK CE came with papa hummel's old-fashioned pet biscuit.
