Is there maybe a addon or something where I can move my player nameplate around, and move my target nameplate?
I've seen UIs where it has been like this but I can't find an addon for it and I can't find anything in the WoW interface to change this.

You can download MoveAnything which allows you to move anything that is in the default blizzard UI.

That won't move the nameplates, though. Nameplates are anchored to the object/mob they name. I think the most you'd be able to move them is whatever addons like TidyPlates makes available.

I think the OP is referring to UnitFrames. In which case there are many mods for Unitframe replacement. http://www.vranx.com/unitframes.htm
Or grab MoveAnything if you just want to move them.
