They arent on the trainer, no recipie locations in wowhead, sigire, or google.

Are they "discovered" like alchemy flasks? Or raid recipe drops?

From my understanding they are locking behind the phased 84+ area of Twilight Highlands, as with most other high-end prof. items. Researching it right now for you.

Someone on wowhead says there is a vendor in twilight highlands where you may hand in engineering items in exchange for cogwheels. The example he gave was 1 x goblin bbq for 1 cogwheel.

Had my friend check it out, apparently there's a Vendor in Dragonmaw Port that phases in when you've done most/all of Twilight Highlands. Trades Cogwheels for random Engineering Items. Expertise Cogwheel needed an Elementium Tacklebox, Mastery needed a Goblin BBQ, Parry needed 4 Obsidium Bolts and so on.
