Tailoring patterns vendor

I understand that I can get the high level tailoring patterns from a vendor in Highbank in the Twilight Highlands. However when I go there I don't see and vendor.

Is this something to do with phasing? How do I access the vendor? I am level 85.

Did you do the quests to phase Dragonmaw Port?

You need to do the quests chain starting in Stormwind to be able to see the town and access the vendors.
