Explorer: Dwarven racial (bugged/working?)

I've seen contradicting posts on the official forums stating that either it works or that its being bugged currently.
So my question is: Does de dwarven racial Explorer work currently? or is it bugged for you.
I am also interested in how many fragments are rewarded on a finding.

I haven't gone online yet. So I don't know if the recent hotfixes solved anything.

The reason why i ask this is because people are stating they are finding more then 3, but few are stating they are dwarf or any other race. I was merely searching for proof that Dwarfs now indeed find more fragments then other races, as i stand on the brink of a race change from human to dwarf, And i would like to get some confirmation before i actually transfer
