No he is talking about EP (like Endus points out means "Equivalency Points ") which give point weights to stats to compare them. They are somewhat inaccurate as your current gear affects the EP values and if you change one piece of gear it will change the EP values again. A spreadsheet or simulation program is the only way to be certain if a piece of gear is a dps upgrade, or by doing extended dummy test by yourself though that introduces human error.
