I find it quite strange that my GM is only a recruit of my guild. It seems a little off, somethings just aren't adding up.

Neutral = no guildtitle
Friendly = Recruit
Honored = guardian
Its just based on your guildrep. He might be the GM, but that doesn't mean he's earned his reputation stripes yet :P

Being a GM of a guild doesn't mean I get my stuff any easier than the rest of you. I have to work my way up the reputation ranks at the exact same pace anyone else in my guild does. And I'm perfectly fine with it. Being a GM already gives me enough benefits. Granting me an automatic exalted status would just make people want to start their own guilds instead...
